First things first. It's safe to say Arena is one of the least popular city upgrades. More duels in a city typically help people take cities over faster than it helps defend them. So Arena's are no more. In there place, we'll have Guard Posts! Guard posts do the exact opposite of the Arena: For each level, time between duel INCREASES by 10%. Not a big thing, but I think it might help a little.
Now the real changes. The problem with estate upgrades is that by the end of the age all the major cities are the same with all the upgrades. Major cities have plenty of coin. So let's up the cost in other ways...
As an additional cost of buying city upgrades, the city will also need a certain amount of the goods that are produced by estates. For every 1 gold the upgrade costs, you will also need 10 of a specific good. Each upgrade requires a different type of good:
Stable: Livestock
Forge: Stone
Guard Post: Fish
Barracks: Lumber
Bank: Luxuries
Square: Grain
Cities will still start with 1000 of each good, but they will no longer decrease hourly. Goods can be added to cities in one of three ways.
1. Players can sell goods from their estate to one of the four cities surrounding the estate's wilderness.
2. Goods can be donated from Estates to the player's clan. Clan leaders can then deposit those goods into any city they have a Clan Office in. Options will be added to the Clan Office page to support this.
3. Clan leaders can transfer goods from a city they rule to another city they have a clan office in. However, a transfer can be done if the receiving city would end with more of a good than the sending city. So if Tear has 1000 Lumber and Illian has 100, the most that could be transferred from Tear is 450 so both cities end up with 550.
Unique Upgrades will require goods to build as well, but I'll save those for another post.
