Seeing this last tournament, I have some ideas to improve them.
I think that the biggest "flaw" of the actual tournaments is that everyone is encouraged to just hit people that he thinks are weaker then him, stayng away from the ones that are more "scary".
This is bad not only for the tournament "sense" (where everyone should battle everyone to see who is strongest), but becouse the "scary" targets are also disadvantaged by this:
Doing more battles is an advantage, both for the +5 bonus to fight in city (that rewards both the attacker and the defender) and becouse as a strong partecipant, you WANT to be attacked.
If the things stay like they are, a "medium high" partecipant will probably make more points then the stronger partecipant, couse the first will get attacked (and will generally win more then lose), while the seconds will never get the opportunity to make points in defensive battles.
How to fix this?
I think that a +5 point for every defensive battle not defended, and a -5 point for every attack not done are a fair balancement.
You get the "town bonus" at least as defender, and you get a little penality as attacker.
This also leaves the opportunity to make "tactical avoidments" of some battle, leaving you the chance to take a "lesser lose" by default instead of potentially take a bigger lose (that would cause you a lot worst then a -5/+5), but not for free.
Another point is the battles.
First, they still give traitor points, that shouldn't.
Secondly, if the max battle is set to 9, one risk to can not do all battles he wants, and in general makes you want to avoid some fight to not lose the chance to exp or make money elsewere.
An easy solution to this would me make tournament battles "free", but removing the exp/money gained from the duels.
That also make simplier to make battles in short time, instead of waiting hours to get enough battle points to complete the tournament.
Any more ideas?
