War is rapidly becoming a central theme to this game. I think an easy way to make this a little more interesting is by giving clans the option of barring enemy clans from using their shops. Say the Black Tower holds Caemlyn, and Caemlyn has armor maxed out. Its the only city with the best armor available. If you were at war, this would be a great advantage for you and your allies. And it would be a great disadvantage for the enemy. This is, in my opinion, an important aspect of war. The United States uses it all the time.

But who uses armour above rags? lol The idea isn't all bad, though, except I'd probably still prefer to get the shiny pretty gold and not keep people from spending them. As long as it was a choice for the town holders, though, I've nothing against it.

Banning enemies from your shops would damage them but also cut an important income for you. What about if you could (lets say) double prices for enemies, and half them for allies?
