Just one idea, might a limit on the number of items that you can borrow from the clan vault at one time be a good thing? Stops one or two people hogging all the good equipment when they can only use 3 at a time.
As you only use 3 items at once perhaps a limit of 3 borrowed items is fair.
Or perhaps something like all borrowed items are returned to the vault if you log out or something would also stop hogging?
Dunno. I haven't had any problems or anything, just a couple of ideas for thought!

I would rather see a limit on borrowing than see them returned upon logging out. The latter would destroy their win % (because they'd get slaughtered by their attackers without having their spiffy clan gear equipped) and basically offer free gold to the rest of the players while destroying their chance to get decent XP from the borrower in a game already shy of targets. We haven't had item hogs yet either, but I can see how it might occur at some point. There IS an option for leaders to confiscate borrowed items from members though, so maybe that is enough of a check on it. Still, I'd be cool with a limit of 3 items.

yeah I did think about the whole leader power thing, but what happens if they're the ones hogging? Or go on holiday for a few weeks etc?

I think they lose the clan due to inactivity, or at least, I know that I lost the White Tower that way back in October of 2006 or so. I would not favor the return of Influence or any other kind of mutiny mechanism after what we went through in the Breaking. There are sub leaders now, so that helps, and clans are free, so you can always leave and create your own or join someone else's. Personally, I would not play long in a clan that existed to serve the leader, but in such a situation, I guess there isn't really a recourse; they just get to hog all the treats. That's another reason that your three item limit is a good idea.
