As most of us already know, one of the problems of the game, is that there isnt an incentive to attack your level or higher chars, so most people does most of his attacks to people 4 levels lower to gain xp, proposed fixes to the xp gained are hard and can be abused by people with alts or friends that want to lose to them.
So, here are some ideas to solve this problem, without changing the xp system: (these ideas dont need to be implemented all togheter, could be one, all or a mix)
1. Implement wars between clans, if you are at war with a clan, every victory against a member of that clan that is not more than 1 lvl behind you counts for the feud between clans, that way you incentive the fight against people close to your level.
(i want to give 1 or maybe 2 lvls so the top rankers can fight someone, maybe make it based in a % of the level because at higher levels 1 or 2 difference is not much, lets say 5% or less of difference minimun 1)
2. Once you implemented this, that can be as easy as keeping battle counts between enemy clans, you can implement a system to gain control of a city by declaring war to the controlling clan and winning that war. Or you can make wins count for controlling a city, only if they are made against chars 1 lvl or less (or the 5% option) below you. So, you still gain xp by beating lower people,
but you dont get other benefits.
3. Give a separate set of turns, named War Battles, that dont give experience or items and can be used only against enemies, and count for war (if thats implemented). That way, people will not care that much about losing on those battles and they can be used to fight against strong opponents.
