I just chose to be a bandit. My new skill quick strike, still at lvl 0, already gives me a -15% dmg, without any bonus, and the next upgrade costs 3 pts.
Now, I haven't tried any other class, so i don't know if that's the standard, but I think it's silly to start the new sub-class having a negative effect, which I won't be able to get rid of until level 33.
I understand that speed is a powerful skill that has to be balanced by negative effects, but at this stage I'm not getting any speed!

Hmm. I'll look into that on my lunch break. Shouldn't give you anything at level 0. It's probably just an issue with the displaying of the bonuses for it. I'm guessing at least that you shouldn't actually be getting -15% added in to your actual stats, but will look into it as soon as I can.
Has anyone else noticed this with other classes that get Quick Strike?

Well, if you didn't notice it before, you won't now (hopefully). Issue should be fixed now.
Like I suspected, it was just a glitch in the display. You weren't actually getting a -15% figured into your damage.
Good catch!

Yes, it does the same thing with the Asha'man Quick Strike, and a -15% defense for the Myrddraals Gaze of the Eyeless at lv 0.

Does it still, or was this something you notice previously? Hopefully it should be fixed for all now...

I noticed it previously, but thought it was intentional. I immediately stated doing something about it though and raised each a level, so theres no way for me to tell. They are both at -10% now.
