You could always make the shops with a static number of items but allow for upgrades.....call it construction to expand the actual amount of items the shop actually can sell. It will add a facet to the clan ownership of towns, not sure how the coding would work though. If it wasn't too hard you could do the same for stables and blacksmith.
It would lend an element of town management for the clans to focus on. That way we are not just buying and selling our own stuff to load the town bank. I also posted somewhere else but will add here that I think Clan members should have the option to just flat donate to the town bank, maybe make it a lower percentage like a total of 10% of gold on hand at a maximum of 5 deposits a day per member.

I don't see a donate button being used that much, as it's just as easy to buy a weapon or two in order to put your money in the town bank. Remember though that there's no real way to take it back out, short of sitting there for a couple hundred hours...
