Not getting the proper amount of skill points for my level

Maybe this isn't a glitch, but I could have sworn I read that every ten levels you got that certain amount of skill points. Level 40 you get 4 skill points. All the way until you reach level 50 in which you should have 5 skill points for each level up. I'm a level 57 and I've only been getting 4 skill points each time I level up. Is this a glitch? My character is Shylah Sedai.

Number of skill points per level goes up every 15 levels, not 10. Same goes for number of active skills. So 1 pt for level 1-14, 2 for 15-29, 3 for 30-44, 4 for 45-60, etc.
