No level requirements on weapons, so to speak. You cannot equip an item that uses more than 2/3rds of you points by itself.

i do think this should be changed in v3. think of any specialist. this should be something like a lvl where you can become a "prestidge class" so that at that point you no longer have weapon limitations.
think of the thief he wears no armor and has one weapon of choice and maybe a way to hide himself.
or think of the blademaster using a two handed sword he cannot hold the sword and a shield and the armor would really slow him down. he would be basing everything on attack or think of the ones that want to go for all defense. they want a shield and armor and a lightweight weapon which will increase attack speed which makes up for the small damage it causes

The 2/3rd rule is necessary to balance the weapon system. Too many loopholes to get really good stats without it. Trust me. I played around with it quite a bit before adding that in.

well the only other idea would be to decrease weapon equip point for specific weapons yet i already see that this is implemented in v3 however what is the chance of giving the user a choice for which weapon they prefer to use

People can still use whichever weapon they want. They don't have to put any skill points into the weapon based skills. Some of the specialized classes even have weapon mastery skills that differ from the skills their base class had.
If in future versions I add more skill options, this will only add to the choices.

i meant such as an aiel they also use bows if i remember correctly not sure but yet they do not have a weapon reduction for that class also
a warrior should be able to choose a weapon cost reduction from a sword or an axe as opposed to say only a sword

Certain classes are more proficient with a certain weapon type than others. If you want to make an Aiel what uses a bow (yes, Aiel most definately do use bows, though spear is the main weapon they use), go for it. Just put your skill point into the other skills. I'm actually playing as a Channeler with a sword right now and it seems to be working out good for me. Making the weapon cost skill choosable reguardless of the class isn't how I want to do things right now. While it makes since for the actual characters the classes represent, it doesn't necessarily make since for the classes themselves.
As said before, in future versions I may add in the option of purchasing new skills, so then you'd be able to learn whichever weapon skill you want (or at least close).

along same topic yet slightly changed idea you said aiel weapon was main choice how about a skill for a secondary weapon however the decrease of ability on that weapon a costs more and b will be equal to half of the main weapons final decrease.
i.e. a spear lets say has a maximum of 50% decrease in equip points by skill. and each increase costs one more than the previous. 1 for first decreast 2 point 2nd decrease.
so then if they choose their secondary weapon class we could limit it to a 25%decrease by skill and the cost would be 2 points for first decrease 4 points for second 6 for third.
