Quick question on how aligned quests are distributed ... so there is a base % distribution of quests:
Light Quest = 25% of all quests. (colored Yellow)
Neutral Quest = 50% of all quests. (colored Blue)
Shadow Quest = 25% of all quests. (colored Red)
What happens to this when cities like Thakan'dar, Salidar and Far Madding receive their upgrades which affect the quest alignments within their cities? Are they simply modified within the city itself, or does adding those upgrades tilt the distribution of quests in other cities?

The city specific bonuses only apply to the target cities. So the percentages will get a little off.
In general, when a new quest is created it has a 50% chance to be neutral, 25% light, or 25% shadow. Unless there's an upgrade that changes that.
