First, Sorry this post is a little late. Got swamped this morning.
For V4, I'm going to change the way shops are updated. Remember from the thread where I talked about Clan Offices that I said there was one other thing Offices would be used for? Well this is it.
Now, any clan with an Office can have their own shop in a town! Updates will be add new items one at a time (instead of normally 2 now), but they won't necessarily have to be purchased in order. However, all possible updates will not be available immediately. The higher your clan's score in a town, the more shop upgrades you will have available to purchase.
For example*, if you have a score of 100 in a town, you likely will only be able to purchase some low level upgrades to your shop: Lets say the first and second item of each type. You don't have to purchase the first in order to purchase the second. As you get more wins, lets say 500, you may be able to add up to the 5th 'level' of items to your shop.
Upgrade limits will still be set on shops (ie: no swords in the Waste, Max weaves only in Tar Valon and Ebou Dar). As a result, when certain upgrades are available will vary slightly from shop to shop. Item types that can be maxed out in shops will become available sooner than those that can only be upgraded slightly. For instance in the Waste, upgrading to add the 5th level spears will become available earlier than the 5th level upgrade of other item types.
In order to make purchasing items simpler, there will still only be one store per town to purchase equipment. This store will list all items available from all the clan shops in the town. If multiple clans have the same item available in the same town, the item will only show up once in the shop. If no clan has a shop in the town, the only item that will be available from the shop is the very basic item of the type that can be maxed at this town (ie: Sharpened Stick in the Rhuidean).
As a result of these changes, there will no longer be a town bank. Proceeds from purchase at the shop will be divided directly among the banks of the clans that are selling the puchased item, as well as a 20% cut to the clan ruling the city, reguardless of whether or not they themselves are selling the item. So if 5 clans are selling Slings in Amador, 20% of each sling purchace goes to the ruling clan, and 16% will go to each clan that is selling slings. If one of those selling slings happens to also be the ruling clan, they will effectively receive 36%.
Since all the item prices won't divide nicely for every possible percent division, the 80% that goes to the clan shops selling the item will be divided evenly, rounded down. The remained will go to the ruler. So in the above sling example, A sling is worth 1 silver marks and 8 copper pennies. Each of the 5 clans selling slings will receive 17 copper pennies (108*16%=17.28) for each sling purchase in the town and the ruler will receive 23 (their 20% plus the remainder shops). 17*5+23=108 or 1 silver mark and 8 copper pennies.
The reason I decided to change this was that 1) only a limited number of clans were able to even mess with upgrading the shops, as the smaller clans have harder times taking and holding cities. 2) this way the work of upgrading town shops won't just be on the backs of the clans that own them, so hopefully shops will get upgraded faster and more evenly, and 3) clans that can't hold cities will still get a source of income from shops, while those that hold towns will get a nice bonus of their 20% reguardless of if they even have a shop in the town.
